Toilets being open

Hi there is a market that runs on a Saturday and Sunday and the market workers are down from 6am and sometimes the toilets aren’t being opened at 6am like they should be they aren’t getting openened until half 8 this isn’t ideal for some of the workers in regards to needing the toilet and public also on dog walks etc needing the toilet Iam wondering if there is an option to resolve this giving a member of the market a key to open the toilet until a member of the council arrives thank you so much Iam only as my dad has medical problems and is one of the workers in relation to this post
