Regular poo bags being left along the path

There is a consistent problem of people (or person) leaving their dog's poo bags on the floor. In the last week there has been at least 3 bags just on the grass verge near the bottom of the path's dip. There is also dog poo regularly along this footpath. When will the council actually enforce these £1000 dog fouling penalties that there are signs warning of?
