Fly tipping, appeared 2 days back and is being eaten by animals

Personal details clearly visible of an individual in blaydon. Bins/bathrooms available would hopefully improve this problem. Hexham be garage is advertised as a services but the garage doesn’t have bathrooms for public use, there’s no longer wheelie bins. Rats are an issue due to the tip and littering. Large amounts of lunch time/smoking litter in this area that residents clean up. Drivers are also seen to urinate in this area and what appears to be human feces in carrier bags
