The mess left after grass cutting

The grass had grown quite long before it was cut by the council. The mess that has been left with the grass cutting is disgraceful and unacceptable. If they leave the grass too long then it needs to be racked up after cutting. It looks unsightly and untidy and it promotes the growth of weeds. I do not appreciate seeing this kid of mess outside my home.
