Overgrown vegetation on road

Vegetation has taken over this U road - tried to go down it, knowing it was a highway maintainable at public expense, so assuming it to at least be passable in a car, on for it to suddenly narrow at this point (South of the marked location is the vegetation, road is passable to the north of it). Not sure how long it's been like this but clearly long enough for vegetation to take a serious hold.
