Witnessed dog fouling

At approximately 0800 am on 26th May I witness a labradour cross foul on the open green. The owner a tall, white, slim male, approx 50 years of age, always wearing a cap allows his two dogs to roam. His other dog (a smaller breed, both sandy in colour), fouled for which he picked up. He only had one poo bag. Fouling has become a major concern on the green around Tedder and Portal place. I witness this male fail to pick up his dogs Fouling of the larger breed and walked off with only one bag. I went bag around and found the fouling for which I placed my dogs bag next to it to identify. I went around to knock on his door and told him I had found the Fouling he failed to pick up (fresh in smell and colour and flies on it) and placed my dogs bags next to it as a reference. He said he couldnt find it and wasn't going to get it. I said I will put in a complaint to the council for which he will recieve a fine, me being an eye witness. I will collect my dogs Fouling bag on my walk later. He regularly allows his dogs to stray and is observed to being no where near them. As I said Fouling has become a massive problem in the green surrounding areas. There is also a Fouling problem in the wood at the end of the village. For which forest school is due to commence with the village nursery. Please can work be done to address this problem, pending patrols, signs, education and a fine for this male who lives at 12 Tedder Place, Longhoughton NE66 3JL.
