A Obstruction (Not Vegetation) problem has been found

About 6 months ago all the footpaths were renewed, since then the neighbour has started putting big plant pots on the footpath causing an obstructon. she has also removed some flags in the public footpath to plant flowers in. she should not be allowed to do this. this is going to cause issues in the neighbourhood please can someone come out and speak to resident
