Constant fly tipping

This wasteland is constantly getting used for fly tipping. There's piles of rubbish mounting up everyday as different people use it. It's not fenced off and children are now playing in it and throwing bricks into road. There have been reports of rats in the area. We live directly behind it and there's an awful smell coming from it.
