Dog poo bag holder being used as bin

There is a dog poo bag holder on the entrance to Castle Vale Park and Berwick Railway Station. This hasn't been replenished with dog poo bags for a very long time. It is being used as a bin instead, including for used dog poo bags.

I'm a local resident and have frequently emptied it over the years. I feel the use of it as a bin demonstrates the requirement for a waste bin in this location but would request the poo bag holder is removed given it has never been replenished for years and is being misused.

I am growing increasingly tired of emptying it of waste. Please can this be investigated to find a better solution. Thank you
