Illegal camping and noise complaint

This guy has been camping outside my house in the residential/shopping car park outside of 2B westview in Bellingham for 2 nights now. All the neighbors are annoyed about it, he has loud yappy dogs and is parked within 1 metre of my door, my neighbor cant see outside her living room window for him being there. He tied the dogs to his car at 6am every morning and they bark and bark and bark. It woke my young kids up this morning. Could you move him somewhere more suitable please? Hes also been using peoples private bins without permission.
