  • In early January 2026, the Department for Transport announced that local authorities will be granted powers to enforce pavement parking where a Traffic Regulation Order (TRO) is not in place. This information is available on the Government website. However, the Department for Transport is still developing the statutory guidance that will support councils in using these new powers. Until that guidance is issued and the powers are formally implemented, responsibility for obstructive pavement parking remains with Northumbria Police.

    We are limited to what we are able to do in terms of enforcement and are only able to enforce upon vehicles that are in contravention of the rules in place. Regrettably in cases like this where a vehicle is parked on the pavement with no other restrictions in place, Parking Services are unable to enforce against the vehicle currently.

    In these situations, we recommend that someone contacts the police on the nonemergency number 101. The police generally have more powers to prevent obstructions to the pavement such as this one.
