Statutory Nuisance of dog fouling in a private garden

There is an excessive dog poop problem in the garden of 2 Hillside, Lesbury. The smell emanating from the garden is repulsive, the new next door neighbour was unable to use their garden last summer because of the smell. The nesting birds are now picking up the excrement and some gets dropped on our driveway and entrance steps. A rat has also been seen in the vicinity of their garage which is unable to close as it is full of rubbish. This issue has been going on for a long time but become more impactful through the summer last year. We have tried to speak to the occupant but he doesn’t answer the door. This has also been reported to Adult Social Care with no visible improvement.
