Abandoned vehicle on chicane with wheel missing

The vehicle broke down on the chicane at the start of entering new Hartley on Bristol street approx 2 weeks ago when the wheel seemingly fell off the vehicle. It was moved just off chicane and wheel has now been used to balance prop the car up as a jack. The car is obstructing 2 way traffic in chicane due to its position and has caused 3 potential rta incidents that have been avoided. Also, the gasworks improvements in the area are working around it and narrowing the road even moreso. Further to this, the vehicle is sitting on double yellow lines and the car alarm on it goes off multiple times a day. Thanks,
