Public bin needed desperately drug needles all around

Hi, we have recently moved into Plessey mill farm which has been empty for years in the winter, we have noticed along with our other neighbours there is no public litter bin at all along the public walk ways around the lane, there is thousands of staff who work in both factories next door to us and those staff members walk on lunches breaks daily down the lane in big groups, there must be a public litter bin, the litter and drug needles which the council has recently picked up (due to volunteers litter picking) is detrimental to public dangerous and also harmful to all the the wildlife around the this area. It is doing more harm to wildlife than us! Also this is notorious for lorry drivers/ taxi drivers/ loading vehicles which park stationary and again no where to dispose of litter, down the lane there is many dog walkers who have no where to dispose of dog foul and this can be seen all over the path, please can you do something at your earliest convenience thanks
