Road riddled with potholes

Road is in an almost un drivable condition (I drive a low car) and can’t drive any faster than 2 miles an hour down the road. The potholes seem to be caused by flooding from the adjacent fields. A drainage trench was helpfully added but this needs to be extended the full length of the lane as water pools at the bottom.
