Gravel mounting up, edge of road merged with footpath

A large amount of loose gravel has mounted up in the gutter, meaning the road has become level with the kerb and footpath, and the edge of the road is hard to see. Observed vehicles mounting the pavement accidentally. This is the Hadrians Wall footpath, in one place only half a metre wide, and poses risk to large numbers of walkers daily. Affects the whole length of Harlow hill. Requires removal of gravel and repainting of road edge line.
Issue remains. No response from council. Road is becoming rutted and gravel at edge of road risks cars losing control. Please attend to.
