Waste on pathway and street

We reported our neighbours rubbish being dumped outside the house several months ago and was told to report this to Bernicia. Some of the bags of several month old food waste etc have been put into the blue recycling bin and placed onto the public pathway. Seagulls have now been ripping open the bags resulting in old food waste etc going onto the public pathway. Bernicia are investigating the waste outside their property but told us to inform you regarding the waste on the public pathway and road.
