Smashed up car broken glass debris on road

This car has been dumped been over a month causing an obstruction to the narrow road , glass on road windows smashed . Panels kicked in . Wing mirrors have Ben smashed and debris on the road very difficult for large vehicles to pass . I understand the owners are supposed to be in hospital but they surely could arrange someone to pick it up tow it away . As a local council you should be dealing with this dangerous obstruction. . Could you please help
