No access to original public footpath due secondary fencing

Once again around this field, no public access available on the original path due to secondary pigment style fencing and planting of Pedro see photos for problems. The landowner has made a token effort of trying to reposition another stile in another area but does this now constitute a public right of way from the new stile or does the landowner have to obtain permission for repositioning a public footpath and it’s access? The problem has not been fixed there are still a three or 4 foot high wire of fencing and planted Hawthorne hedge for you to cross after passing the style. There is no access to the public footpath. Updated photos below showing no ptogress or rectification
