Big bag of rubbish

Someone has dumped a big bag of rubbish on the street I can’t fit it in my bin and I’m worried the cats and birds will get at it and rubbish will be everywhere. Unfortunately I did not catch the perpetrator on my CCTV I’m not sure if anyone else in the area has any that might of caught them. Its getting a big problem along the beehive road aswell.
