Drain / culvert blocked preventing drain from emptying

Sent to Northumberland County Council less than a minute later. FixMyStreet ref: 8894643.
The map would not let me place the pin in the exact location. The issue is on the corner of Moor Rd heading south, about 10 meters further south of the map pin, on the LEFT side of the road as you head south.
The drain that runs under the road exits into a culvert / drainage ditch. This exit is not clear. I have personally taken a shovel and cleared as best I can. I believe it needs 2 actions:
1: Suction of the waste pile up in the drain that runs under the road.
2: Clearing of the vegetation in the culvert / drainage ditch that allows full flow of water away from drain / pipework.
The consequence at the moment is that the drain on the corner of the property in this location is overwhelmed in heavy rain and backs up, spilling over the road.
