Large puddle blocking footpath

This section of footpath never gets cleaned. The grass bank to the side is creeping onto the footpath and now a puddle of muddy water, approx 2 metres in length, is blocking the footpath. It would be impossible for a wheelchair user to get past as the grass bank is so wet & muddy that a wheel chair or pushchair would get bogged down. Any one using any kind of mobility aid would have great difficulty here. There is. no alternative to this section of footpath other than to walk in the road and onto the busy A1068.
