Daffodils damaged next to road adjacent wood horn pit

Work carried out cutting the bushes to the verge next to the 187 adjacent wood horn pit have damaged all the daffodils that are about to flower, what on earth have the council been thinking when carrying out this work when flowers are about to bloom. Why was this work not carried out earlier, now it will be another 12 months before the beautiful flowers bloom again.
