Persistent littering on roundabout

It seems one person is persistently leaving their litter on the roundabout at the top of holeyn hall road ,the roundabout that leads to A69 EAST .Im sure it has been reported several times,the pile is getting bigger and I feel it needs more attention than removal ,I wonder if cameras can be used ? I’ve asked around but have limited ideas,happy to help with anything
