Full stretch of path with dog fouling

The full stretch of craster walk from apartments to rugby club is having repeated big piles of dogs fouling and black bags of foul throw in bushes. It seems to be happening at night/ early morning while it’s dark, so the next morning there is more piles. This is the main path/ grass for children walking to school and it’s becoming a health hazard for people walking, especially our children getting it on there shoes. A lot of owners have there dogs off there leads just to do as they please and are walking ahead not looking of bothered what there dog is doing. By the size of the fouling this is from a medium / large dog. We have always had a issue with this path and grass but it is seriously getting worse as there’s more than the odd pile.
