Car constantly parked on footpath

Car parked day in and day out blocking the entire footpath. This has been going on for years. It rarely moves meaning this has become a convenient place to dump their car. Extremely close to a corner - cars coming round the corner from the other side can’t see oncoming traffic and have to drive on the opposite side of the road to get past because that is parked there. Registration: SK64 WOU Location: Footpath, Ashfield Terrace Shilbottle, Opposite green school fence.
