Hole like groove formed in centre of road

There’s a hole/ groove forming in the centre of the road, which is deteriorating quickly due to commercial vans being regularly parked at the side of the road forcing drivers and cyclists to have to cross the centre of the damaged area of road which has accelerated the damage , issue could effect a cyclists safety especially in low light conditions .
