Parking on pavement obstruct view of traffic

Since the sunbed shop opened in the old Watson’s unit a couple of years ago, we find the entrance to Seaton Avenue becomes very congested around late afternoon/early evening making it difficult to enter/exit the street safely. Vehicles park on both sides of the street, often leaving only half of the width of the road for vehicles to enter/exit - a problem when both required at the same time. Often vehicles park fully on the pavement outside the church centre on the other side of Seaton Avenue, which means drivers exiting Seaton Avenue have the view of the road to the left obstructed, because of the way the main road lies. The view to the left is also often obstructed when buses are in the lay-by, thankfully just for a short while, but last night a hi-top long wheel-base transit van was parked up fully on the pavement, totally obscuring the view. This is particularly hazardous at this time of year when dusk is so early. I was going to suggest double yellow lines on the corner but, to be honest, I think they’d be ignored. It would help enormously if maybe some bollards could be installed on that corner to prevent vehicles from driving onto the pavement.
