A car has parked in front of access bollards preventing emergency or work or disabled access, a note on windscreen states working at beach house, no such place

Over one year ago a meeting with council officials it was noted that the barrier was erected in the wrong place, it should have been fixed on the opposite side of the road, no markings were ever put in place and this area constantly gets abused with cars parking in front of it, this stops council maintaince vans, blocks emergency vehicles and also stops disabled access into the bowling green, the council officials agreed with this yet NOTHING has been done.
