Missing latch receivers in all the ladies (maybe gents too) and loos not flushable as chains out of reach

These are a great facility to have. The last couple of times I’ve visited all of the lock part of the latches in each of the toilets has been removed/missing. Could these be glued and screwed back in place please. Very important in the ladies and gents for safety and privacy. Also could the chains be fixed so loos can be flushed. I appreciate money and budgets are tight and it is great that these remain open. Thank you.
