Buisness Waste Tipping

There are multiple dog walking businesses dumping their buisness waste into the black bin by the church.
There are around 17 businesses on the field west of the church Google maps ref https://maps.app.goo.gl/ jiaaxbgJfGJ9fQwKA Most of which are offenders of dumping the dog waste either in council bins or in bushes near by. This has been an ongoing issue with members of the public feeling like nothing is being done so why bother reporting it.
As you'll be aware, dumping of commercial dog waste comes under the Environmental Protection Act 1990 and the Animal By-Products (Enforcement) (England) Regulations 2013. This waste is generally classified as "offensive waste" or Category 3 animal by-product (ABP)
Can I have a conversation with environmental enforcement to come up a solution to inform/ warn the offenders and prevent any further abuse.
