Frequent heavy good vehicles stopped on double yellow lines

Most morning between 0715-0800 there are heavy goods vehicles stopped on double yellow lines, blocking the footpath and half the road. This is a reasonably busy stretch with a blind bend shortly before and after. Infrequently, there are multiple vehicles. Lack of enforcement encourages continued blocking of the roads and paths.
