Blocked drains on footpath

Reported as fixed, however it hasn’t been repaired. Drain to the front of properties on public footpath between No27 & No28 blocked, previous attempts to fix it has failed (drain filled with concrete - image attached) therefore water unable drain and backfilling into gardens. Is it possible to unblock/repair the drain please.
