Flag on lampost impacting my security system

Sent to Northumberland County Council less than a minute later. FixMyStreet ref: 8367919.

4 males put a flag at the top of the lampost which is setting my security system off everything it's window. It also stops the light in the street where I have seen an old lady fall down after tripping up. Need it taken down ASAP with the dark nights.
