Street lighting not turned on

Hi, We've been in this estate for over 15 months. Some 2 year +. This street highlighted (no name) has very occasionally had dimmed street lights, most of last winter it was pitch black. Again, seems to be pitch black. This is not safe for people to walk home or for people to walk dogs. I assume the current situation is that the developers are still responsible for street lighting in this area, they are not acting responsibility and it's leaving residents in an unsafe situation.
