Fly Tipping on Private Land

We have a bottle bank in our Car Park. Someone had dumped about ten bags of household waste around the recycling point - full of rubbish, paperwork, boxes, coat hangers ect. Our cleaner has since removed all the rubbish and rifled through the bags and found and address on letters and boxes for a Judith Carroll from New Hartley - NE25 ORP no 35. Please will you send her a letter and or a fine relating to fly tipping.
