Untaxed and abandoned vehicles

Second time reporting these vehicles. Following the report of the abandoned and untaxed vehicles being closed, more cars have appeared alongside the road. Neither cars are taxed and haven’t been moved in over a month. This is really getting ridiculous. DVLA are uninterested. Why do genuine people pay tax if we clearly don’t need too? Please sort this out. Regular checks in this area are absolutely necessary. The cars have completely flat tyres and broken wing mirrors!!! How is this not classed as an abandoned vehicle NCC?
