Shrubs, trees and soil encroaching onto the road

There is a baffle mount along the road directly in front of my house, which is covered with shrubs and trees. Unfortunately, the soil from this mount is subsiding and spilling onto the narrow road, encroaching on nearly half its width. This has created a serious issue: the overgrown thorny bushes are scratching my car and injuring my children as they get in and out—particularly my son, who is visually impaired. Pedestrians are also being forced to walk closer to my vehicle due to the obstructive vegetation, which has led to further scratches and damage to my car. Because this is a dead-end road, I need to turn my car around to exit. However, the overgrowth makes it impossible to do so safely in front of my house. I’m forced to drive further up the road to a dropped curb near the school gates to turn around. Even there, the situation is problematic. Opposite the school gates, the shrubs and thorn bushes have become so overgrown that they regularly scratch my car and puncture my tyres. Additionally, there is a tree growing out of the baffle mount in front of my house that is growing horizontally rather than vertically. It sways significantly in the wind and appears unstable, posing a potential safety hazard.
