Incorrect disposal of meat waste

The butchers on double row is not disposing of meat waste correctly and every day their bins are seeping out blood into the street. I walk my dogs down that street every day and I have to pull them away to prevent them from licking the blood. It made my dog very very ill a month ago and my neighbours have had the same thing with their dogs. It stinks every time I walk past it and it’s revolting to see
