We have issues with a person dumping rubbing every week inside our commercial bins, they force the locks open on the bins to dump the rubbish inside.. they are putting general waste products inside our recycling bin which it then doesnt get emptied and we have to pay someone else to come empty it if we arent aple to do so ourselves... we know the flat it is coming from as well.
