Sapling are growing all over the grass verge

I’ve reported the dangerously leaning tree, which hasn’t been dealt with. It’s overgrown and now saplings are sprouting all over the grass verge around the main tree. My fence has had to be replaced several times recently due to damage from the roots of the main tree. If strong winds occur, the tree has the potential to wipe out 2 charity vehicles, parked on my driveway. The new saplings are going to take over and cause further issues. This needs dealing with NOW - already ignored for months.
