Household rubbish is continuously dumped from same house and never removed unless i report it. there is also a blue bin in a disgusting state

Household rubbish ( not food). dumped outside in lane same person as before never gets taken away unless it’s reported. it’s building up again and looks a right mess. back of church street down back lane from dovecote street. been there a couple months and more as two days ago. there’s also a blue bin in a disgusting state not bin man’s fault it’s not been emptied. this person needs told about dumping rubbish .. down stairs flat next door from number 60 church street
