Green park area next to county hall morpeth

Resident is not happy that the fields next to county hall in morpeth have had a nice path way laid to allow mother to walk prams and wheel chair users etc the enjoy the walk through.. now we are finding horse riders are using this area regularly and walking the horses along the path. pedestrians now have to navigate around the large piles of horse muck... is this area designated for horse riding .. can a sign not be errected to say keep off the pathways ..
