Weeds and Brambles damaging hedge and fence

Weeds, brambles and blackberries growing wild on the spine road embankment have made their way through the fence and damaged our conifer hedge at 3 Sea View Park. We have had to have the hedge removed due to damage caused by weeds and are having the garden redone, the contractors have removed what was sticking through the fence but have advised without treatment on the embankment they will rapidly regrow damaging whatever new plants we put in. Also the area is a mess due to damaged trees (you have been out to cut down storm damaged trees but just left it all to rot!). The area needs a good tidy and weed kill.
