Area becoming over grown

I am concerned about this rectangle of grass bordering Bishopton Way. It used to be cut regularly and became a rich nectar source as many small plants thrived growing below the cutting height. It was a real mini meadow and full of insects. For the past couple of years this has changed. It is no longer cut regularly and aggressive grasses and other flowering plants such as ragwort, plantain, hogweed and thistles are taking over spreading in from the margins which are not cut. Please could this area be cut regularly or at least could the margins bordering the wilder areas be cut. Currently only the two margins bordering a tarmac path are cut. If it is to be cut only once a year please could the cuttings be removed. Last year it was cut in October and long, wet grass cuttings were left over the plant forming a wet thatch which did further damage to the smaller plant below.
