Overgrown bushes and lots of things growing under shrubs. Coming out onto the pathway and over our wall/garden

This area becomes overgrown so many times and isn't looked after. When it has been done in the past the tops are taken off and the rest left. I have paid someone in the past to kill off the ivy which is growing under, on to our brick wall which has pulled parts of the wall off. There are so many things growing under the shrubs now too and is becoming a real eyesore. My son was in a wheelchair a few months back and we couldn't use the path, same with people with pushchairs. We have snipped the long bits going right into the path however I don't have the tools to look after this. This is on the side of our house and has been an issue for years - have previously reported. More than happy to look after if this could possible be removed or cut right down and the underneath seen to too. Thank you.
