Resident reserving themselves a parking space on the street

Arundel Square, NE63 8AQ, Resident in the street reserving an area of the public road specifically for themselves to park by way of three wheelie bins being placed out on the road. Wheelie bins are then moved and lined up on the path when the resident parks up in the spot. Therefore, either the roadway is being blocked to anyone else parking in the spot, or the path is being blocked to pedestrians.

Just to confirm the situation still exists. Resident has been away from the property for around a week, during which time three wheelie bins were placed on the 'public roadway' to ensure no-one else can park there. On the resident's return to the property they have moved the wheelie bins onto the path, meaning that the pathway is obstructed. It appears that the intention is to use this method of reserving a parking space on the public roadway permanently. If so, there is also the possibility that the wheelie bins may be knocked over or blown over in windy weather which could result in rubbish being strewn down the street. I do not believe that any one person is legally alowed to 'reserve' a section of public roadway, whilst away from their property, otherwise everyone would be doing this. Everyone is expected to pay the same council tax, so unless a person has a private driveway attached to their property I do not think this is allowed.

Resident in Arundel Square, NE63 8AQ who has been reserving themselves a parking space on the public road, with the use of wheelie bins, for over 2 weeks now has gone away from their property today & as for each day over the last couple of weeks has put the wheelie bins out onto the road. The storm, which was forecast, has blown over the bins (see photo), meaning they now lie partly on the road & partly on the path. The resident goes away from the property for often about a week at a time, leaving these bins out to reserve the space. On their return, the bins are then moved onto the path, thus obstructing the path. This is a public roadway, 'not owned by this resident.' This behaviour has been going on for over a couple of weeks.

It 'appears' that this problem has been resolved & that this resident has come to the realisation that they cannot reserve an area of public road purely for themselves. 'Hopefully' this continues & it is accepted that everyone gets a turn sometimes at parking in a particular spot.
