Significant littering of cigarette ends by staff of nearby businesses

There are no bins in the area for waste, and therefore it appears that staff from Citizens Advice and neighbouring businesses are happy using the floor as an ashtray instead. I walk my dogs through this area on my way to the harbour and it is excessively littered with cigarettes down the walkway and around the entrance to the offices. This has been going on for months and months. The area needs tidying and would benefit from a bin or cigarette bin being installed wherever possible. It is a risk to animals in the area and is highly unsanitary.
