Trees growing so big we can see anything

There are 3 huge trees on the council side of my rear garden fence, in spring we get covered in blossom blocking drainage from our roof and covering our garden completely. In the autumn we have leaves causing the same problem, currently summertime our view is blocked, light is effected and signal to my sky dish effected. We also have a huge issue with bind weed growing from the council land. I refuse to continue to pay to have my garden nice and tidy for the council to neglect their area. We in the street on this area are fed up with this bind weed growing and trees causing isssues. Please can we have the trees cut back, down and the weeds killed.
