Over flowing waste/dog bin

Sent to Northumberland County Council less than a minute later. FixMyStreet ref: 7764090.

Bin so full litter on the floor possible due to birds ((Jackdaws) pulling poo bags out in search of food. Water bottles and straws on ground due to people not finding another bin or taking litter home.
